Got this from the newspapers (forgot which day...)

Interestingly, the journalist used "a people", which I assume to be a collective noun, and then used "were"...

Which should be the right one?
[1] ... what I saw were people who were not ...
[2] ... what I saw was people who were not....
[3] ... what I saw was a people who was not...
[4] none of the above
